Portsmouth Local Plan Examination Hearing Sessions

I am writing to let you know that the first set of hearing sessions regarding the examination of the Portsmouth Local Plan will commence at 10:00am on Tuesday 06 October 2026. This is an opportunity for representors to appear before and be heard by the Inspectors of the Local Plan. The hearings will be held at the following venue and will also be webcast on the Council’s website:

The Secretary of State has appointed Inspectors T. Parton BA (Hons) MPLAN MRTPI, D. McCreery MA BA (Hons) MRTPI, and M. Philpott BA(Hons) MA MRTPI to hold the independent examination of the Portsmouth Local Plan.

On 3 June 2026, the Inspectors wrote to the Council with their Initial Questions (ID01). On 13 July 2026, the Council submitted their response to the Initial Questions, which can be found here.

The Council has yet to receive the Matters, Issues and Questions (MIQs) from the Inspectors. The Programme Officer will provide further information about how to take part in the hearing sessions, and how to submit further written statements in response to the Inspectors’ Matters, Issues and Questions (MIQs).To keep up to date on progress of the Examination of the Portsmouth Local Plan, please refer to the Portsmouth Local Plan Examination website.

Why am I receiving this letter?

The Council has contacted you because you made a representation on the Pre-Submission Portsmouth Local Plan 2024 and/or the Pre-Submission Portsmouth Local Plan Addendum 2025, and you have not withdrawn that representation.

You may have previously requested to no longer be contacted about the Portsmouth Local Plan and/or to be removed from the Local Plan database; however, in line with Regulation 24 of The Town and Country Planning (Local Planning) (England) Regulations 2012, the Council are legally obligated to contact all those who submitted representations on a Local Plan, unless those representations are withdrawn. The Council therefore retains and processes relevant contact details for this purpose under Article 6(1)(e) of the UK General Data Protection Regulation (UK GDPR).

If you no longer wish to be contacted about the Portsmouth Local Plan and/or to be removed from the Local Plan database, you must confirm in writing that you wish to withdraw your representation by either e-mail to policyconsultations@portsmouthcc.gov.uk or by post to:

Explicit personal data (such as your name, address, or contact details) is never shared with any third-parties, including AI services. Some feedback may contain implicit personal data, for example, details within comments that could indirectly identify someone such as “my house backs onto the park”. Where this occurs, it is minimised through redaction by the Council and processed under strict contractual and data-protection safeguards.
